State Identification Card

The Virginia Department of Motor Vehicles (DMV) issues Virginia State identification cards to individuals age 15 and above who do not hold a learner’s permit or driver’s licenses issued by another state within the United States. The ID card looks like a driver’s license, but is used for identification purposes only. You will need to provide the same documents that are listed below.

Required Documentation:

  • Passport with F-1, F-2, J-1 or J-2 visa.
  • I-20 or DS-2019 form.
  • I-94 document: (obtain I-94 document, click on "Get Most Recent I-94").
  • Employment Authorization Document (EAD) and original form I-797 (Approval Notice), if you have been granted these.
  • Social Security card, if you have one.
  • Two proofs of Virginia residency.
    • If you are living on campus, you may use an official JMU transcript and a bank or credit card statement or payroll document with your JMU address.
    • If you are living off-campus, you may use a rental agreement and a recent bank statement, payroll document, or utility bill, as these documents will list your local address.

The process for obtaining a driver’s license will include a computer knowledge test, a machine vision screening test, and a road skills test, unless you are a resident of Canada, France, or Germany, in which case the knowledge test and road skills test requirements may be waived.
