The International Research and Engagement Services (IRES) Unit within the Office of Research Integrity and Compliance (ORIC) at James Madison University (JMU) serves as a central resource for fostering ethical, secure, and globally engaged research. Guided by JMU’s vision “To be the national model for the engaged university: engaged with ideas and the world,” IRES supports faculty, staff, and students in expanding the frontiers of knowledge production across the globe while ensuring compliance with evolving federal and university research security policies and best practices.

We provide strategic guidance and operational support for global research partnerships, helping researchers navigate complex regulatory landscapes, manage international agreements, and align collaborative efforts with institutional and federal requirements. Whether you're launching a global partnership, hosting international scholars, undertaking individual research, applying for an international grant, or sharing data across borders, IRES is here to help you advance your work responsibly and compliantly.

A key function of IRES is export control, overseeing compliance with U.S. export control laws, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) sanctions. We support researchers by:

  • Assessing export risks
  • Securing licenses
  • Developing Technology Control Plans (TCPs)
  • Offering training on deemed exports and international shipments 

IRES also provides support for:

  • International research compliance and risk assessment
  • Guidance on international travel and equipment transfers
  • Education and training on global research regulations
  • Monitoring and reporting to ensure institutional accountability
  • Ensuring compliance with research regulations in countries where research is conducted
