We work with partners in government, education, and civil society to solve challenges in the humanitarian and security sectors. Our mission: to strengthen responsible global citizenship.

The Center for International Stabilization and Recovery (CISR) at James Madison University advances human dignity, ethical responsibility, and global citizenship in communities affected by conflict and crisis. Through research, training, and partnership, CISR supports non-partisan efforts to reduce the impact of war, strengthen local capacity for recovery, and foster conditions for human flourishing and institutional integrity.
CISR plays a unique role at JMU. We connect faculty, students, and external partners to meaningful opportunities to impact humanitarian assistance and the security sector, while developing JMU's commitment to engaged citizenship at the global level. Through CISR's work on campus, students and faculty increase their awareness of global issues and policy frameworks, while contributing to research and program opportunities that make a tangible difference for the global good.
