UNOPS is the only completely self-financing entity in the United Nations system, and is also entirely devoted to project execution. UNOPS executes, manages, and monitors projects entrusted to it by UN agencies, programs, funds, or departments, and also works on behalf of the World Bank, other international financial institutions, and governments. UNOPS is a principal provider of mine-action project services in the UN system. The UNOPS Mine Action Unit provides technical, legal and project management expertise. Services include recruitment of personnel, procurement and deployment of demining equipment, conducting tenders and drawing up contracts, providing technical support, training nationals, and facilitating the exchange of experience and "best practices" among mine experts and programmes. UNOPS implements the majority of the United Nations Development Program (UNDP) funded mine action support programmes, typically focusing on strengthening national institutional capacity to enable mine-affected countries to manage mine action programs on their own. These projects currently include support to national mine action programmes in: Azerbaijan, Bosnia and Herzegovina, Chad, Croatia, Eritrea, Ethiopia, Guinea Bissau, Mozambique, Somalia and Yemen. UNOPS manages programmes for the UN Mine Action Service (UNMAS), which has responsibility for coordinating all mine-related work involving 11 UN departments and agencies. UNOPS executes mine action programmes with UNMAS in: Afghanistan, Democratic Republic of the Congo, Eritrea-Ethiopia Temporary Security Zone, Macedonia, South Lebanon, and the Sudan. UNOPS also manages the Northern Iraq mine-action programme on behalf of the UN Office of the Iraq Programme (UNOIP).
