Once OSP verifies that your sponsored program satisfies all the sponsor requirements and meets JMU internal requirements, including internal approval, it's ready to go to the funder! As the authorized organizational representative, OSP has final sign-off on sponsored program applications. In most cases, this means that we will be responsible for final submission. Here we describe the process for various funders.

Research.gov (NSF)
Step 1: Make a Research.gov account using the account registration page, if you don't have one already. If you already have one, even if it is from another institution, you do not need to make a new one. Use the account recovery process if necessary. We strongly recommend including your ORCID iD in account creation as it will make creating your biosketches easier.
Step 2: Link your Research.gov account with JMU. Detailed information can be found in the guide. The primary steps are:
- After you have signed in, go to your profile page by selecting "My Profile" at the top right.
- Click "Add New Role" in the navigation bar.
- Next, click on the button in the "Prepare Proposals and Manage Awards" box, which says "Add
Investigator or Authorized User Role". - Next, select "Principal Investigator (PI) or co-Principal Investigator (co-PI)"
- You'll need to find JMU using our SAM UEI number (which is in this FAQ below).
- Next, you'll need to complete the information form, which asks for your contact information, degree information, and demographic information.
- On the next page, check that the "Principle Investigator" role has been selected.
- Finally, submit your request.
We here in OSP will need to review and approve your request before it becomes active.

ASSIST/eRA Commons (HHS, including NIH)
ASSIST is the Department of Health and Human Services (HHS)'s application submission system. To log in to ASSIST you use eRA Commons credentials, which can be generated by OSP. PIs cannot create their own eRA Commons account. To request an account, please contact: grants@jmu.edu.
Only Authorized Organizational Representatives (AORs) in OSP can submit your proposal. Once your proposal is complete and its the status in ASSIST is "Ready to Submit", please notify OSP. We will submit your proposal. More information.
Grants.gov
OSP recommends using Research.gov or ASSIST where possible.
JMU is already registered as an applicant in SAM.gov and has a UEI. PIs do not need to register in SAM.gov.
OSP is happy to gather materials through Cayuse and upload into grants.gov; in this case, PIs do not need a grants.gov account.
Alternatively, however, we can set up a shared workspace so that you may upload materials into grants.gov directly.
Step 1: Set-up a grants.gov account online (or use the Register button in the upper right).
Step 2: In order to log-in to your grants.gov account, you may also need to set up a login.gov account and link them. When you go to log-in to grants.gov for the first time, choose login.gov and set-up an account.
Step 3: Link your grants.gov and login.gov accounts. Go back to the screen for logging in to grants.gov, choose login.gov, and enter your login.gov email address and password. Next, you will be directed back to Grants.gov to login with your Grants.gov username and password and complete the account linking process.
You will only need to do these steps once, provided that you remember your passwords. After this, you can log-in to grants.gov using login.gov.
Step 4: Contact OSP and request a workspace for your sponsored program. Be sure to clearly indicate the program you are applying to. Please send a link to the funding opportunity notice if possible.

eBRAP (Congressionally Directed Medical Research Programs)
Access to eBRAP. If you do not have an account, indicate that you are a new principle investigator in the drop down menu on the left and choose "Start Registration". On the next page, search for James Madison University. Then proceed to set up your account. The affiliation will be sent to us for approval.
PIs may view, edit, and submit pre-applications, as well as view and edit applications. However, full applications are submitted through grants.gov.
NSPIRES (NASA)
Access to NSPIRES. NASA has developed a helpful user guide. When setting up your account, please be sure to submit JMU's information on page 4. Your request for affiliation will come to us for approval.
Notices of intent and proposals can be developed within NSPIRES. You will need to link the proposal to JMU and then release the proposal to us. This will lock the proposal. We will then be able to go in and submit it. Instructions on how to link the proposal and release it can be found in the NSPIRES user guide.
Other Portals
Generally OSP handles submissions in Grant Solutions after gathering materials in Cayuse. We strongly discourage PIs from setting up accounts in Grant Solutions.
If necessary, however, other users can be added following the procedure instituted by Grant Solutions. The User Account Request Form must be completed and sent to us at grants@jmu.edu. We will complete the bottom part of the form as we are the Authorized Officials at JMU. PIs may request only the PD/PI role. After the form is sent to Grant Solutions, a username and password instructions will be sent by email.
When OSP is involved in a foundation or other private grant, materials will generally be submitted to OSP via the the Cayuse portal. In most cases, OSP will then make an account with the sponsor to upload the materials. If necessary, we will share temporary credentials with the PI.
Occasionally, PIs may make an account and OSP will provide signed copies of necessary materials.
Materials will generally be submitted to OSP via the the Cayuse portal. Typically after all the materials are gathered in Cayuse, OSP will send the email to the sponsor. In some circumstances, OSP will authorize the PI to send the email.
