First-Time Questions

This refers to the Authorized Organizational Representatives, who are authorized to submit sponsored program applications on behalf of JMU.  (See the Code of Federal Regulations and JMU Policy 4100.)

Your grants specialist will provide the name and contact information for your AOR.  Except in very rare circumstances, it will be OSP's director or assistant/associate director in OSP.

JMU is already registered as an applicant in SAM.gov and has a UEI.  PIs do not need to register in SAM.gov.  PIs do not need to register for their own UEI.

Do not put your department, center, or anything else.  Sponsored program proposals are formally submitted by the Authorized Organizations Representatives acting on behalf of the university.

PIs do NOT need to go through the process of acquiring one of these numbers.  As JMU submits the applications, you should use JMU's number.  These are collected below:

Pre-Proposal/Letter of Intent Submission Questions

We are always happy to assist with sponsored programs applications at any stage. Our role is to ensure that sponsored program applications comply with JMU, sponsor, state, and other relevant regulations, and so we are always happy to discuss your plans to identify any potential concerns, so that you can address them early.  Please submit our interest form to let us know your plans, even if you are at the letter of intent or pre-proposal stage. 

You must work with us if the letter of intent or pre-proposal requires a line-item budget, particularly if the budget is binding.  More information on the budgeting process.  Often, a sponsor only requires an approximate amount at the letter of intent/pre-proposal stage.  In this case, you are not required to consult with us, but we strongly recommend it, in order to ensure that the figure you give the sponsor accounts for all relevant costs.

Regardless, please always send us a copy of your submitted letter of intent or pre-proposal materials.  This enables us to provide better service should you be invited to prepare a full proposal.

Often, a letter of intent or pre-proposal does not need to be routed for approval following the JMU approval process.  This is because these are frequently not binding, and there can be significant changes between what is proposed at this initial stage and what is in the actual proposal that is developed at the later stage.

However, if your letter of intent or pre-proposal includes a line-item budget, we will generally require it to be routed for approval using Cayuse, especially if the proposed budget is binding.  If you are not sure if a letter of intent or pre-proposal will need to be routed for approval, please reach out.  We would be happy to assist you.
