JMU's Six-Year Plan
The Higher Education Opportunity Act of 2011 requires Virginia's public institutions of higher education to prepare and submit Six-Year Plans. During the 2015 General Assembly session, joint resolutions approved by the House and Senate also require that the mission, vision, goals, and strategies expressed in the statewide strategic plan framework guide the development of the strategic plan and six-year plan at each public institution of higher education.
In addition, JMU's Six Year Capital Outlay Plan outlines proposed capital projects for the next three biennia.
The Master Plan
The Master Plan Update 2017 details proposed changes to campus building and land use as well as traffic, transportation and traffic. The Master Plan is conceptual and does not serve as a capital construction plan. Rather, the plan is a tool to help guide the university. This plan is subject to change based on a number of factors, which could include appropriate funding and enrollment numbers.
June 2025: The attached images include an update to the draft master plan that is currently in progress. Every 10 years, the university develops a master plan that serves as the framework for comprehensive solutions and improvements to our campus. Later this summer and fall (2025), staff with the Division of Administration and Finance will continue the informational presentations with faculty, staff, students and key stakeholders, which will be an opportunity to share feedback for consideration as this plan is further developed.
While master planning presents exciting possibilities and visuals for the future of James Madison University, it is important to remember that this vision does not equate to the start of any construction projects. The master plan does not include a specific timeline or cost of these ideas but serves as a visionary tool in both the short and long term.
Once fully developed, the updated plan will be formally presented to and voted on by the JMU Board of Visitors in September 2025. When the complete plan is approved, a final report will be provided by Sasaki, which will be available online.
