The April Finance Forums were held April 29 & April 30, 2009 covering the following topics:

Year-end calendar: located on the Finance Office web page under Announcements at: http://www.jmu.edu/financeoffice/memos/year_end_memo_2009.doc. Please feel free to share this memo with anyone affected by these important dates. SPCC statement and spending cutoff for charges to be paid in current FY2009 is June 15th; however, we do not have any guarantee from merchants that they will process all purchases made by the June 15th statement date.

Tish Leeth, Finance Support introduced important information regarding the American Recovery & Reinvestment Act (ARRA) also known as the stimulus package. It is very important for everyone to understand that funds may not be obligated or spent, without proper authorization from JMU Finance and/or Sponsored Programs. Both of these offices, along with the JMU Budget Management Office and Procurement Services Offices are working closely with the Commonwealth Department of Accounts, Department of Planning and Budget and Department of General Services to ensure proper management, reporting and accounting for all ARRA funds. Departments will not be allowed to pre-spend under their current DeptIds and then transfer via ATV to new ARRA funded budgets. Transparency is a major focus with all ARRA funding.

Tish Leeth, Finance Support, reminded everyone of the current Harrisonburg meal per diems: Breakfast $7, Lunch $11, Dinner $18. Departments may only go up to 150% with proper authorizing signatures, but never over 150% of the meal per diem.

Announcement: Accounts Payable has secured permission from Department of Accounts (DOA) in Richmond, for payment of multiple-year subscriptions as long as documentation clearly shows it is a cost savings for the Commonwealth.
