Public Comment Period Open for JMU's Blacks Run and Cooks Creek TMDL Action Plan

A public comment period is now open for JMU’s Blacks Run and Cooks Creek TMDL Action Plan. This action plan is required by the University to address pollutants of concern within these two impaired local streams. The public comment period will run for at least 15 days, but comments will continue to be accepted year-round for this action plan.

Review and download JMU's Blacks Run and Cooks Creek TMDL Action Plan via our website. Comments on the action plan are being accepted via email to stormwater@jmu.edu, by phone at 540-568-3174, or by mail to:

After the comment period, the University will incorporate feedback into the plan and submit it to the Virginia Department of Environmental Quality (DEQ) for review.

The City of Harrisonburg has a separate Blacks Run and Cooks Creek TMDL Action Plan which is also undergoing a public comment period. Their draft action plan is available on their MS4 City website.
