Develop a Comprehensive Analytical Framework for Understanding Federal Contracting

James Madison University has partnered with The Pulse to offer the public our new Federal Government Contracting Certificate, a strategic, policy-informed approach to navigating the federal procurement landscape. Grounded in the proprietary BD 360°™ methodology, our 8-week, live-online program taught by seasoned government procurement professionals combines expert insight with practical tools to help participants build core competencies in proposal development, capture management, government affairs and more. With an emphasis on practical applicability, the curriculum supports a shift from reactive to strategic thinking—empowering professionals at all levels to make confident, informed decisions in a complex and competitive environment.

Meet Your Instructors

Ms. Lisa Shea Mundt is the Co-Founder of The Pulse. She has 14 years of experience in federal proposal development, procurement trend analysis, and reporting. She has touched over 300 proposal efforts, totaling billions of dollars in wins for various government departments and agencies. In addition to her proposal abilities, Ms. Mundt is a renowned training Facilitator experienced in training clients on Business Development, Proposal Management, and overall coaching. She is a frequently leveraged industry pundit, providing quotations and content and speaking to trade publications and associations. She received her BA with a double major in Writing, Rhetoric, and Technical Communication, as well as Media Arts and Design, and her MA in Writing, Rhetoric, and Technical Communication from James Madison University (JMU). She is pursuing her PhD in Writing and Rhetoric from George Mason University (GMU). Ms. Mundt sits on the JMU FederDukes Alumni Chapter board and is the Immediate Past President of Women in Technology (WIT). She leverages her experience to inform the company’s strategic business direction and initiatives.

 

 

Amber Hart is an executive with over 15 years of experience in federal business development and market strategy. As Co-Founder of The Pulse of GovCon, Ms. Hart contextualizes complex government data into insights that help stakeholders identify market opportunities while managing risks through strategic planning and informed decision-making. She has designed and facilitated over 150 training sessions, headlined 60 industry events, and contributed to 40 written works, including her company's flagship book, "BD 360°: A Fresh Spin on Federal Sales." Beyond her corporate responsibilities, Ms. Hart actively participates in Women’s Procurement Circle, is an Advisory Board member for the Center for Government Contracting at George Mason University, and has served as President of Women in Technology. Additionally, she has testified before the U.S. House of Representatives Small Business Committee, participated in the Biden Administration’s 2022 Supply Chain Ministerial Forum, and served as a panelist at the U.S. Patent and Trademark Office (USPTO) 2023 Women’s Symposium.

Registration Information

Admission Requirements: There are no admission requirements for this program. The instructors simply ask that students show up ready to learn.

Program Completion Requirements: To complete this program, students must miss no more than one session within 8 weeks. Participants must receive at least “meets expectations” on each of the four graded assignments.
