One Big Beautiful Bill Act impact on Financial Aid
NoticesThe One Big Beautiful Bill Act (OB3), signed into law on July 4, 2025, introduces substantial changes to federal financial aid (Title IV) programs. Several key provisions may affect current and future JMU students.
Key Changes Included in OB3
- Revised Pell Grant eligibility rules
- Reduced Federal Direct Parent PLUS Loan eligibility for new borrowers
- Elimination of the Federal Direct Grad PLUS Loan program for new borrowers
- New distinctions between graduate and professional students when determining loan eligibility
- Loan prorating requirements when students are enrolled less than full-time
- New program accountability metrics
Timeline & Implementation
OB3 sets an accelerated implementation date of July 1, 2026, bypassing the traditional Master Calendar regulations.
Because of this timeline, the U.S. Department of Education is still completing the rulemaking process, and Final Rules are not expected until spring 2026.
