If you are not sure what your major will be, proceed with the questionnaire as if you have a foreign language requirement, just in case you will have one in your future major.
Neither answering the questionnaire nor taking the exam will force you to take a foreign language course. However, it may be a good idea to have a score on record in case you need to take a foreign language.
