Goal 1: Improve building technology and reduce greenhouse gas emissions.

Objective 1: Update campus greenhouse gas inventory and develop a climate action plan.

Objective 2: Complete the installation of utility submeters in all campus buildings to better track energy consumption and identify inefficiencies.

Objective 3: Revise JMU Construction Guidelines to establish guidelines requiring that new capital projects demonstrate a greater than 10% improvement in the proposed building energy performance compared to minimum code requirements.

Objective 4: Utilize data from the utility submeters and the asset-based energy management accounting module so that utility costs can be allocated to all departments on campus based on their actual energy consumption.

Objective 5: Expand the use of building scheduling and utilizing building setbacks during largely unoccupied periods.

Goal 2: Reduce potable water use per acre and improve stormwater quality.

Objective 1: Change JMU Construction Guidelines to mandate new capital projects employ strategies to reduce building water use by an excess of 20% compared to minimum code requirements.

Objective 2: Identify strategies to reduce water consumption from campus irrigation.

Goal 3: Decrease the amount of waste sent to the landfill.

Objective 1: Implement a pilot project to expand the recycling program to include plastic.

Objective 2: Coordinate with dining services to identify opportunities to expand the campus composting program.

Goal 4: Support the use of alternative fuels in the University’s Fleet and multimodal transportation options available to faculty, staff, and students.

Objective 1: Expand the use and support of alternative transportation to reduce emissions from student commuting.

Objective 2: Update the campus bicycle and pedestrian master plan in conjunction with the campus master plan.

Objective 3: Increase the percentage of alternative fuel vehicles in the University Motor Pool by 5% by 2026.
