Radio Broadcast of Severe Weather Watches/Warnings

Effective immediately (May 22, 2002), any time the JMUPD Communications Division receives a teletype (or other credible information of a pending warning or watch) indicating that there is a Severe Weather Watch and/or Warning in effect (including rain, snow, wind, tornados, ice, etc.) this information will be broadcast to the JMU community immediately over the following frequencies (PDF1, B&G, & ADMIN). Below is a quick step guide for use with the new consoles, you must read detailed instructions on the back for specific information to be included in the broadcast and the comments field for CAD.

  1. Depress green [GROUP SELECT 1] button.

  2. Depress red [ALERT 1] button - hold for 3 beeps.

  3. "ALL UNITS STAND BY FOR BROADCAST MESSAGE FROM JMU POLICE COMMUNICATIONS CENTER"

  4. (Read Actual Teletype Message Over The Radio)

  5. "THIS CONCLUDES BROADCAST FROM JMUPD"

  6. Depress red [ALERT 1] button - hold for 3 beeps.

  7. Depress [SELECT CALL] button on POLICE REPEATER.

  8. Create CAD entry for BCST MSG include appropriate information in the COMMENTS FIELD (see specific info required on back of this memo).

  9. Clear CAD call DISPOSITION as 80-Handled By Dispatch.

  10. Distribute hardcopy of original Teletype message.

Detailed Instructions:

  1. Depress the Green [GROUP SELECT 1] button so that the top small green channel select indicator light is glowing under Police Repeater, B&G Repeater, and Admin Repeater.

  2. Depress the Red [ALERT 1] button so that there is at least 3 audible beeps transmitted.

  3. Key the mike by pressing the large red [TRANSMIT] button and say… "ALL UNITS STAND BY FOR BROADCAST MESSAGE FROM JMU POLICE COMMUNICATIONS CENTER!"

  4. (Read actual broadcast message including date, time and issuing authority)
    Examle:"AT 230 PM, FRIDAY, MAY 17, 2002 THE NATIONAL WEATHER SERVICE IN BALTIMORE/WASHINGTON HAS ISSUED A FLOOD WATCH UNTIL 400 AM EDT SATURDAY MORNING FOR THE FOLLOWING AREAS IN VIRGINIA… (read entire teletype message as applicable to our area or situation.)"

  5. Key the mike by pressing the large red [TRANSMIT] button and say... "THIS CONCLUDES BROADCAST FROM THE JMUPD"

  6. Depress the Red [ALERT 1] button so that there are at least 3 audible beeps transmitted.

  7. To discontinue the broadcast mode, press the green [SELECT CALL] button at the top of the POLICE REPEATER column on the console to return the radio to the normal broadcast position on PDF1.

  8. Create a CAD Entry using NEW CALL type BCST MSG - Broadcast Message (Severe Weather, Etc.) assign the dispatcher who made the radio broadcast and include the following information in the Comments field:
    • Originating ORI number for received message………………………(ex. VAVSPE00)
    • Message Number on original message …………………………………(ex. 02-0582)
    • Warning Type indicated on original message …………………………(ex. FLOOD WATCH)
    • Warning issue time as indicated on the original message……………(ex. ISSUED 230 PM EDT FRI MAY 17 2002)
    • Time Warning/Watch Expires as indicated on original message ……(ex. ENDS 400 AM EDT SAT MAY 18 2002)

  9. Clear the CAD call with the a disposition of 80 - HANDLED BY DISPATCH.

  10. Distribute the hardcopy of the teletype broadcast message received according to standing Departmental Policies and Procedures.
