Nerissa Rouzer

Nerissa N. Rouzer serves as Associate University Counsel for James Madison University and Assistant Attorney General for the Commonwealth of Virginia. 

She provides advice and representation to the Board of Visitors, the Office of the President, as well as faculty and staff.  Nerissa focuses on practice areas such as student affairs, student and employee conduct, litigation and subpoenas, discrimination, Title IX, FERPA, regulatory compliance, and intellectual property, among others.  Nerissa advises the Behavioral Assessment Team and serves as an ex officio member of the Intellectual Property Committee. 

Prior to joining James Madison University, Nerissa worked in the trial section of the Office of the Attorney General. As Assistant Attorney General, she served as trial counsel for public colleges and universities and other state agencies in the Commonwealth of Virginia.  Nerissa began her legal career as a Law Clerk to the Supreme Court of Virginia.  She then served as a litigation attorney for a private law firm in Richmond, Virginia, where she focused on business litigation, premises liability, insurance defense, and appellate practice.  

She received a Bachelor of Arts in government from the University of Virginia and a Juris Doctor, cum laude, from Washington and Lee University School of Law.
