Tom Culligan is Vice President of the Brimley Group, a boutique government affairs firm in Washington, DC., where he leads the appropriations and aerospace practice areas.  He joined the firm in 2014 following a decade on Capitol Hill in senior positions for Members of Congress on both appropriations and authorization issues. He has a record of working across the aisle to develop effective and successful legislative, coalition and messaging strategies. From 2008 to 2014, Culligan served as Chairman Frank R. Wolf’s (VA-10) senior policy advisor and associate staff to the House Commerce-Justice-Science (CJS) Appropriations Subcommittee, which produces the annual appropriations bill that funds the Justice Department, Commerce Department, NSF and NASA.  In this capacity, he led policy development, speechwriting and oversight efforts for Rep. Wolf, developing an expertise on criminal justice, national security – with a focus on counterterrorism and cybersecurity – science and space policy.  Additionally, he served as Legislative Director for Chairman Wolf’s Washington, D.C. office, managing his legislative and correspondence staff.Prior to joining Rep. Wolf's staff, Culligan worked for Rep. Thomas E. Petri (WI-06) and served as his associate staff to the House Education and the Workforce Committee from 2005-2008.Culligan received his B.A. in International Affairs from James Madison University (JMU) and his M.P.P. with a concentration in National Security Management from George Mason University (GMU). He served two terms on the JMU Alumni Association Board of Directors and is currently the President of the JMU Political Science Department’s Alumni Board.  His wife, Carolyn, also graduated from JMU in 2008.
