The Shenandoah Valley Local Area

LOCAL AREA PLAN

Appendix B- SR/LP Agreements

WQPO will be the LP-1/SR station. WQPO will monitor WWWV. WQPO will also monitor NOAA WX and WMRA (LP-2)

WMRA will be the LP-2 station. For redundancy WMRA will monitor WVTF(WVTU) which is a state relay. WMRA will also monitor NOAA WX and WQPO (LP-1) and NPR.

Effective in the summer of 05, WMRA will transistion to a direct satellite link in lieu of the WVTF/WVTU SR assignment.

WSVA will be the LP-3 station, using the same monitoring assigments as WQPO. WSVA will not be a normal monitoring assignment for other stations in the SVLA EAS, but instead will be a redundant backup in the case of signal failure at WQPO.

WMRA will have a second origination unit in the LECC chairman's office which may be used to "set-up" originations for the LP stations. This unit shall have a direct wired connection to WMRA's studio unit, and will simultaneously transmit on low-power station WXJM. As a side benefit of this scheme, WQPO may monitor WXJM as a second redundant (and sometimes earlier source) link from WMRA. This closed-circuit link (informally called "LP-0")shall not have official or required status, as testing and transmission shall always take place through the regular cross-linking of the LP stations. Non-LP stations are encouraged to not monitor WXJM, as it could utilize resources better dedicated to other purposes.

Codes agreed to be carried

LP stations will normally transmit, originate or relay the following EAS events:

RWT REQUIRED WEEKLY TEST
RMT REQUIRED MONTHLY TEST
TOR TORNADO WARNING
FLW FLOOD WARNING
FFW FLASH FLOOD WARNING
BZW BLIZZARD WARNING
HUW HURRICANE WARNING
EVI EVACUATION IMMEDIATE
CEM CIVIL EMERGENCY MESSAGE
ADR ADMINISTRATIVE MESSAGE
EAN EMERGENCY ACTION NOTIFICATION (NATIONAL)
EAT EMERGENCY ACTION TERMINATION (NATIONAL)
NIC NATIONAL INFORMATION CENTER
NPT NATIONAL PERIODIC TEST

Both LP stations use BURK EAS equipment and will not be using any of the new codes authorized in 2002 until the manufacturer makes an upgrade available.

Watches and statements will not be sent. Stations desiring information on weather watches or statements will need to install their own NOAA weather-radio receivers. Alternative sources for such information include NOAA weather-wire, AP-wire, and the Virginia EAS homepage link.
