JMU-Bicycle Library and
Institute for Stewardship of the Natural World’s
Surplus Bicycles for Departments Program

The ISNW offers university departments and personnel the opportunity to select and borrow bicycles salvaged from Surplus Property and repaired to proper working order. These bikes are and will remain the property of the University, intended for professional use by employees on and around campus.
The following procedures are required to qualify for this program:
- Preapproved bicycles are available first come first serve. ISNW bicycles may be selected at the JMU Student Bicycle Library storage facility at Mauck Stadium. Please contact the Bicycle Library by E-mail at, [email address to be created] to make an appointment.
- Once an appropriately sized bicycle has been selected, the Bicycle Library will deliver the bicycle to the Office of Public Safety and the customer notified.
- The customer will make arrangements with Public Safety (568-6913) to meet a resource officer to review all requirements for receiving the bicycle; the requirements include:
- ATV payment of a minimal $50.00 service fee (larger donations gratefully accepted) to the ISNW; this fee includes: transportation, repairs, parts, Lubrication, equipment, cleaning, etc.
- Each rider will acquire their own properly fitted helmet, a “U” lock, and safety equipment
- The Public Safety Resource Officer will
- Give the bicycle a final inspection and assure a proper fit
- Register the bicycle and apply a registration sticker
- Verify that the recipient’s bicycling skills are satisfactory
- Verify that the recipients test score on the online bicycle exam was satisfactory:
- Release the bicycle to the customer if all requirements have been met
- The customer will be responsible for having the bicycle serviced as need be, including, but not be limited to: having the bike cleaned, lubricated, properly equipped and given a thorough safety inspection by any qualified technician. - The customer will be responsible for obtaining all equipment necessary for safe operation of a bicycle including but not limited to: lock, lights, safety vest, bell/horn, etc.
- The department will be responsible for returning the bicycle to the Bicycle Library and ISNW Bicycle Collection if they are no longer the primary user or if the primary user leaves the employment of the university.
