Accomplishments of FY 1999

  • Increased overall funding received to $10,001,441, a 39% increase over FY 98.

  • Processed 225 proposals in FY 99, a 5% increase over FY 98’s 213 proposals.

  • Developed rules and regulations for the acquisition, conduct, and administration of externally funded projects.

  • Planned and presented the first live all-day National Council of University Research Administrators satellite teleconference entitled Funding Opportunities for ALL Colleges and Universities for all JMU faculty and staff that included programs providing information from numerous funding agencies on their funding opportunities, application guidelines, and tips for proposal development.

  • Completed an academic program review and compiled a report of the results.  The Office of Sponsored Programs:

                -Evaluated 19 institutions of higher education across the country to compare business practices, conducted a self-assessment of individuals who have utilized OSP services, and completed a space assessment survey to determine future needs.
                -Compiled the results into the “Office of Sponsored Programs Institutional-Assessment Survey” and distributed.

  • Developed initiatives to work with Electronic Research Administration.

  • Continued to develop a database utilizing Access and Visual Basics for the retention, retrieval, and reporting of data.

  • Provided national recognition and visibility for JMU through networking with agency program officers by serving as:

  • President of the Virginia Chapter for the Society of Research Administrators

  • Committee Chair of the Regional National Council of University Research Administrators

  • Elected Member at Large for the Council on University Research

  • Chairman of Site Selection Committee and member of Committee for Professional Development for the Regional National Council of University Research Administrators

  • Invited presenter on initiatives in Electronic Research Administration at the national and regional meetings of the National Council of University Research Administrators, as well as the annual meeting of the Virginia Statewide Research Administrators.

  • Established the Program to Enhance External Research (PEER) grants for faculty who want to research the literature and develop the rationale to secure external funding.

“Administration of the Virtual Library of Virginia.” Mr. Ralph A. Alberico, Carrier Library and Educational Technologies, received $13,873.18 to support the delivery of books and materials to VIVA Libraries. State Council of Higher Education for Virginia provided the funding.

“Mathematics Instructional Strategies for Students Having Difficulty Achieving Math SOL's - Part 2.” Dr. David H. Allsopp, Special Education, received $77,839.00 to develop an interactive CD-ROM that provides math teachers explicit assistance in learning about implementing effective math instructional strategies for students with learning difficulties. Virginia Department of Education provided the funding.

“Mathematics Instructional Strategies for Students Having Difficulty Achieving Math SOL's.” Dr. David H. Allsopp, Special Education, received $9,090.72 to develop a "draft" model which will focus on the math area of Whole Operations. Virginia Department of Education provided the funding.

“The Psychology Partnership Project:  Academic Partnership to Meet the Teaching Needs of the 21st Century.” Dr. Virginia A. Andreoli-Mathie, Psychology, received $12,852.00 to continue funding a graduate assistant for the Psychology Partnerships Project: Academic Partnerships to Meet the Teaching and Learning Needs of the 21st Century. American Psychological Association Board of Educational Affairs provided the funding.

“In-situ High Temperature AFM Study of the Pyrolysis of Sol-gel Derived PZT Thin Films.” Dr. Brian H. Augustine, Chemistry, received $30,000.00 to provide research to improve upon a newly developed high temperature atomic force microscopy technique to study the phase evolution during the pyrolysis of sol-gel synthesized lead zirconate itanate thin films. American Chemical Society provided the funding.

“Research Experience for High School Teacher and Student in Biodegradable Materials - Supplement to NSF-REU.” Dr. Brian H. Augustine, Chemistry, received $11,500.00 for a supplement to the existing National Science Foundation Undergraduate Research in Chemistry Regional Site Project, to mentor an undergraduate and a high school student. National Science Foundation provided the funding.

“USOC/ECAC Gymnastics.” Mr. Bradley L. Babcock, Intercollegiate Athletics, received $34,500.00 to provide funding for the men's gymnastics program. Eastern College Athletic Conference provided the funding.

“USOC/ECAC Fencing.” Mr. Bradley L. Babcock, Intercollegiate Athletics, received $5,000.00 to enhance the fencing program. Eastern College Athletic Conference provided the funding.

“Digital Geologic Maps - Virginia.” Dr. Steve Baedke, Geology and Environmental Studies, received $3,850.00 to provide "Research Mentor" for a student working in the digital mapping program. Virginia Division of Mineral Resources provided the funding.

“The Basic School Network Urban Initiative.” Dr. Mary Ellen Bafumo, Center for School Leadership, received $75,000.00 to establish centers so that a focus on urban schools can be launched. Ewing Marion Kauffman Foundation provided the funding.

“1999 Scottish Rite Summer Clinic.” Dr. Nicholas W. Bankson, Communication Sciences and Disorders, received $13,000.00 to provide support to serve speech-language-hearing children. Scottish Rite Foundation of Virginia provided the funding.

“Phonological Awareness Training Module for Preschool Teachers.” Dr. Nicholas W. Bankson, Communication Sciences and Disorders, received $20,000.00 to fund the development of the Phonological Awareness Training Module for Preschool Teachers. Virginia Department of Education provided the funding.

“Facilitating Licensure of School Personnel in Speech Language Pathology.” Dr. Nicholas W. Bankson, Communication Sciences and Disorders, received $94,712.00 to assist bachelor's degree level speech-language clinicians employed by the public schools to obtain a master's degree. Virginia Department of Education provided the funding.

“Landmine Education and Awareness Program Development and Deployment for Children of Vietnam.” Mr. Dennis C. Barlow, Humanitarian Demining Center, received $139,402.00 to support the development of a landmine education and awareness program for the people of Vietnam. U.S. Department of State provided the funding.

“DOE High School Manufacturing Instruction Resource Guide.” Dr. James L. Barnes & Dr. Mohamed Y. Zarrugh, Integrated Science and Technology, received $20,000.00 to provide a high performance manufacturing instructional resource guide for Virginia high schools. Virginia Department of Education provided the funding.

“CISAT Pre-Service Teacher Enhancement Workshop.” Dr. James L. Barnes, Integrated Science and Technology, received $20,000.00 to conduct a CISAT Pre-Service Teacher Enhancement Workshop. NASA provided the funding.

“Center for Best Practices.” Dr. A. Jerry Benson, Education and Psychology, received $53,202.00 to support the Department of Education Superintendent's Best Practices Office. Virginia Department of Education provided the funding.

“Instructional Technology Partnership Upgrade for Social Studies Personnel of Harrisonburg City Public Schools.” Dr. A. Jerry Benson, Education and Psychology, and Dr. Michael D. Rettig, Center for School Leadership, received $21,000.00 to focus on upgrading the technology skills and knowledge of social studies teachers, enhancing their abilities to provide instruction for helping students attain the local curriculum objectives. “Testing Fecal Coliform in River Water Samples from Page County.” Dr. Thomas R. Benzing, Integrated Science and Technology, and Dr. Bruce A. Wiggins, Biology, received $4,644.00 to conduct water quality testing in the rivers of Page County. Page County provided the funding.

“The Third National Colloquium for Information Systems Security Education.” Mr. Allan Berg, Center for Research in Information Systems Security, received $10,000.00 to provide services and administration of the 1999 Annual Conference for the National Colloquium on Information Systems Security Education. National Security Agency provided the funding.

“James Madison Center for School Leadership.” Dr. Linda P. Blanton, Education, and Dr. Michael D. Rettig, Center for School Leadership, received $35,700.00 to provide continuation funding for the James Madison Center for School Leadership. Virginia Department of Education provided the funding.

“Social Norming Project.” Ms. Susan E. Bruce, University Health Center, received $5,000.00 to develop social norming messages specific to the JMU population using the five-step social influence model. Virginia Department of Alcoholic Beverage Control provided the funding.

“African-American Female Institute for Learning and Development.” Ms. Zephia Bryant, Center for Multicultural Student Services, received $20,000.00 to provide an intense academic and developmental residential experience for rising ninth, tenth, and eleventh grade African-American females. State Council of Higher Education for Virginia provided the funding.

“African-American Female Institute for Learning and Development.” Mr. Byron S. Bullock, Student Affairs, received $9,550.00 to provide an intense academic and developmental residential experience for rising eighth, ninth, and tenth grade African-American females. “Academy for the Academic Achievement and Development of African-American Males.” Mr. Byron S. Bullock, Student Affairs, received $10,000.00 to provide a series of learning and enrichment activities designed to stimulate the intellectual, cultural, social, and personal development of African-American males. “STATLAB- An Interactive Classroom and Laboratory for Introductory Statistics.” Dr. David C. Carothers, Dr. Rickie J. Domangue, Dr. Jonathan W. Kuhn, Dr. George W. Marrah, & Mr. Brad B. “Cellular Mechanisms of Hyperalgesia.” Dr. Corey L. Cleland, Biology, received $108,470.00 to identify and characterize the central mechanisms underlying hyperalgesia National Institutes of Health provided the funding.

“Supplement to Cellular Mechanisms of Hyperalgesia.” Dr. Corey L. Cleland, Biology, received $25,000.00 to help establish a multi-user histology core facility in the Biology Department. National Institutes of Health provided the funding.

“Development of Research Oriented Undergraduate Physiology and Neurobiology Courses.” Dr. Corey L. Cleland, Biology, received $75,187.00 to develop two upper-level undergraduate Biology courses at James Madison University - Animal Physiology and Neurobiology - that use concepts and paradigms from experimental research to improve student understanding of the ability to solve physiological problems, and to enhance student understanding about research. National Science Foundation provided the funding.

“Training Program for DCE at JMU.” Dr. Charles W. Curry, Continuing Education, received $27,000.00 to provide a training program for the Department of Correctional Education. Department of Correctional Education provided the funding.

“Teaching and Learning: Practices That Work.” Dr. Charles W. Curry, Continuing Education, received $18,610.78 to provide a training session for the Department of Correctional Education. Virginia Department of Correctional Education provided the funding.

“A.D.A.M Educational Research Partnership Grant Proposal.” Dr. N. Jean Dalton & Dr. Michael J. Saunders, Kinesiology, and Dr. Sharon K. Babcock, Biology, received $20,000.00 to integrate a common technological thread between the Departments of Kinesiology and Biology. A.D.A.M. SoftWare, Inc. provided the funding.

“African-American Female Institute for Learning and Development.” Mr. Zebulun Davenport, Center for Multicultural Student Services, received $2,500.00 to provide additional funding for the African-American Female Institute. State Council of Higher Education for Virginia provided the funding.

“Experimental Design and Empirical Modeling.” Dr. Michael L. Deaton, Integrated Science and Technology, received $20,000.00 to develop and apply methods of statistical estimation and inference to a class of multivariate time series models in which the time-lags vary with time. DuPont Central Research and Development provided the funding.

“NSF Intergovernmental Personnel Assignment.” Dr. Douglas E. Dennis, Dr. Wilbur D. Cocking & Dr. Grace A. Wyngaard, Biology, received $81,405.00 to provide an Intergovernmental Personnel appointment at the National Science Foundation. National Science Foundation provided the funding.

“Laurel Bed Lake Study.” Dr. Daniel M. Downey, Chemistry, received $4,000.00 to provide analysis of water samples obtained from Laurel Bed Lake and/or vicinity streams in the Clinch Mountain Wildlife Management Area (CMWA) for 1998-1999. VA Department of Game and Inland Fisheries provided the funding.

“Research Experiences for Undergraduates in Chemistry at James Madison University.” Dr. Daniel M. Downey & Dr. Gina M. MacDonald, Chemistry, received $45,000.00 to reestablish the Chemistry Department of JMU as a site for regional experiences for undergraduates. National Science Foundation provided the funding.

“Water Quality Study - Amendment to Existing Grant.” Dr. Daniel M. Downey, Chemistry, received $10,000.00 to expand the study of water quality on the aquatic resources of the George Washington and Jefferson National Forests. US Forest Service provided the funding.

“St. Mary's River Water Chemistry Study.” Dr. Daniel M. Downey, Chemistry, received $15,000.00 to monitor the effects of treating the St. Mary's River and tributaries with limestone. George Washington and Jefferson National Forests provided the funding.

“Water Chemistry Assessment of Streams and Ponds.” Dr. Daniel M. Downey, Chemistry, received $11,200.00 to determine the chemical composition of selected streams and water bodies in the forest in support of implementing the forest land management plan.  “Second Phase of Historical and Archaeological Assessment at Fort Edward Johnson.” Dr. Clarence R. Geier, Sociology and Anthropology, received $14,000.00 to provide a second phase of historical and archaeological assessment to be conducted at Fort Edward Johnson in northwestern Augusta County. George Washington and Jefferson National Forests provided the funding.

“Production Map of Lignite, VA.” Dr. Clarence R. Geier, Sociology and Anthropology, received $2,955.00 to generate a working map of the iron mining town of Lignite in southwest Botetourt County, Virginia. George Washington and Jefferson National Forests provided the funding.

“Historical Archaeological Survey of the 100 Acre Harmony Hall Property.” Dr. Clarence R. Geier, Sociology and Anthropology, received $1,687.15 to conduct a historical-archaeological survey of the 100 acre Harmony Hall property in the northeast Shenandoah County, Virginia. “Montpelier Archaeology.” Dr. Clarence R. Geier, Sociology and Anthropology, received $450.00 to continue student participation in the excavations at the Mt. Pleasant Site during the fall of 1998. Montpelier provided the funding.

“Historical Overview of Hupps' Hill Battlefield.” Dr. Clarence R. Geier, Sociology and Anthropology, received $1,842.46 to provide a historical assessment of the Hupps' Hill Battlefield west of Strasburg, Virginia. Patrick Heelen provided the funding.

“Appalachian Trails Inventory and Classification Project.” Dr. John R. Gentile, Center for Geographic Information Science, received $10,000.00 to utilize a Global Positioning System (GPS) to map the Appalachian Trail within the Central and South Districts of Shenandoah National Park. National Park Service provided the funding.

“Absolute Measurements of Radiative Efficiency in Lattice-Mismatched InGaAs/InAsP Heterostructures.” Dr. Timothy H. Gfroerer, Physics, received $35,000.00 to facilitate the design of a variety of InGaAs/InAsP- based detectors and emitters. Research Corporation provided the funding.

“Absolute Measurements of Radiative Efficiency in Lattice-Mismatched InGaAs/InAsP Heterostructures.” Dr. Timothy H. Gfroerer, Physics, received $25,000.00 to identify mismatch thresholds for discrete changes in defect recombination, to correlate the thresholds with the structural integrity of the underlying crystal, and to look at radiative and Auger recombination near these thresholds. Petroleum Research Fund provided the funding.

“Study of the Nucleon, A System of Three Quarks.” Dr. Kevin L. Giovanetti, Physics, received $10,000.00 to provide a research experience for undergraduates to continue work on the calibration system and implementation for the CLAS detector. National Science Foundation provided the funding.

“Shenandoah Valley Pure Water 2000 Forum Staff Support.” Mr. Paul B. Goodall, Integrated Science and Technology, received $27,000.00 to support the proactive initiatives of Shenandoah Valley Pure Water 2000 Forum. VA Department of Conservation & Recreation provided the funding.

“Virginia Child Protection Newsletter FY 98-99.” Dr. Joann H. Grayson, Psychology, received $39,600.00 to provide a child protection newsletter during fiscal year 1998-1999. Virginia Department of Social Services provided the funding.

“Shenandoah Valley Child Development Clinic.” Dr. Jane Halonen, Psychology, received $505,505.00 to provide funding for the James Madison University Shenandoah Valley Child Development Clinic. VA Department of Health provided the funding.

“Educational Consultant, Department of Health.” Dr. Jane Halonen, Psychology, received $68,640.00 to provide an educational consultant. Virginia Department of Education provided the funding.

 “RUI: Joint Nesting and Genetic Demography in Four-toed Salamanders.” Dr. Reid N. Harris & Dr. Ivor T. Knight, Biology, received $5,000.00 to provide a REU supplemental award for undergraduate research. National Science Foundation provided the funding.

“Enterprise Analysis and Integrated Primary Simulation.” Dr. Anne D. Henriksen, Integrated Science and Technology, received $66,677.00 to provide a modeling and simulation project designed to investigate selected production performance characteristics. Dofasco Inc. provided the funding.

“Promotores De Salud: Hispanic Lay Health Promoter Program.” Dr. Sandra K. Hopper, Outreach Center for Health & Human Services, received $22,091.00 to promote healthy living with the Hispanic neighborhoods of Harrisonburg-Rockingham county. Virginia Health Care Foundation provided the funding.
“Shenandoah University Summer Health Care Institute (SUCHCI).” Dr. Vida S. Huber, Nursing, received $3,303.00 to promote recruitment of qualified high school students to the health care professions. Virginia Statewide AHEC Program provided the funding.

“Blue Ridge AHEC: Madison Summer Health Care Institute.” Dr. Vida S. Huber, Nursing, received $15,000.00 to promote the recruitment of qualified high school students to the health care profession. Merck and Company, Inc. provided the funding.

“Electrochemical Reactions Involving Wide Band-Gap III-V Nitride Semiconductors.” Dr. Wm. Christopher Hughes, Physics, received $36,702.00 to examine the electrochemical etching of GaN, a semiconductor used for short wavelength light emitting diodes, lasers, and high-temperature electronics. Research Corporation provided the funding.

“St. Mary's Macroinvertebrate Monitoring.” Dr. Jon E. Kastendiek & Dr. Christine C. Hakenkamp, Biology, received $5,000.00 to monitor the effects on macroinvertebrates of treating the St. Mary's River and tributaries with limestone sand. George Washington and Jefferson National Forests provided the funding.

“Creation of a Migrant Advocacy Program for Harrisonburg and Rockingham County.” Dr. Mary B. Kimsey, Center for Geographic Information Science, received $2,700.00 to develop or modify a course in Population Geography. Virginia Campus Outreach Opportunity League provided the funding.

“Project VISM - Visualization in Science and Mathematics.” Dr. Robert A. Kolvoord, Integrated Science and Technology, received $196,195.00 to enable teachers to use different types of computer - based visualization tools with their students to explore and discover math and science. National Science Foundation provided the funding.

“Development, Delivery, and Support of Educational Technology Training for Teachers for Harrisonburg City Public Schools.” Dr. Robert A. Kolvoord, Integrated Science and Technology, received $14,591.00 to provide three courses for Harrisonburg City Public School teachers to develop their information technology skills. “Maintenance of a World Wide Web Site and Completion of an Interactive CD-ROM.” Dr. Robert A. Kolvoord, Integrated Science and Technology, received $3,911.00 for maintenance of a World Wide Web site and creation of digital media in support of the Page County Department of Economic Development. “Landmine Education Program in Vietnam - Follow On.” Mr. F. Joseph Lokey, Humanitarian Demining Center, received $346,000.00 to continue the support and development of a landmine education and awareness program for the people of Vietnam. U.S. Department of State provided the funding.

“Sustain & Enhance the Mine Action Information Center (MAIC).” Mr. F. Joseph Lokey, Humanitarian Demining Center, received $500,000.00 for the elimination of landmines as a threat to civilians in countries at peace. Defense Security Cooperation Agency (DSCA) provided the funding.

“Governor's Safe and Drug-Free Schools and Communities Act Grantee Evaluation Workshops.” Ms. Jeanne M. Martino-McAllister, Health Sciences, received $15,075.00 to facilitate the evaluation planning and technical assistance workshops for grant award recipients of the Safe and Drug Free Schools and Communities Act. “Research in Undergraduate Institutions: Neutrino Oscillation Search.” Dr. J. Lynn Miller, Physics, received $41,499.00 to provide research work by designing, prototyping, and producing fabrication and testing of fiber optical cables and connectors for the MINOS detector, as well as the development and application of software for the Monte Carlo simulation and data analysis. National Science Foundation provided the funding.

“A Systematic Model for Curriculum-Based Assessment and Intervention for Post-Secondary Students with Mild Disabilities.” Dr. Esther H. Minskoff, Special Education, received $139,277.00 to develop, implement, evaluate, and disseminate a systematic model for curriculum-based assessment and intervention for post-secondary students with mild disabilities (learning disabilities or LD and attention deficit hyperactivity disorder or ADHD) in different types of college/university settings. US Department of Education provided the funding.

“Mate-Sampling Behavior of Female Treefrogs.” Dr. Christopher G. Murphy, Biology, received $78,158.00 to examine mate sampling by female barking treefrogs (Hyla gratiosa). National Science Foundation provided the funding.
