On the evening of Wednesday, April 12 at 7:30p.m., Lt. Scott Coverstone, of this department; Ted Pelikan, Associate Director, Facilities Management; Rick Larson, Associate Vice President for University Life, Student Affairs; David Mars, University Electrical Engineer; John Ventura, Residence Life Facilities Manager; Ms. Sarah Bittenbender student representative, SGA; and Jeri Morris, Cadet Supervisor, Campus Police joined with me for the Spring 2000 Campus Lighting Tour.
I have prioritized lighting recommendations and separated tree/shrub, other non lighting, and blue light items from the lighting categories in the following order:
- Blue lights
- Remedial action accomplished related to the Fall '99 recommendations
- General remarks and compliments
- Pruning, limb-up, trimming, toping, thinning out tress and shrubs
- Recommended non lighting repairs and upgrades
- Existing lights out in need of repair or replacement
- Lighting Recommendations, priority one through four
Blue lights and/or phones are recommended for installation at the following campus locations:
- On the Eagle/Shorts/Showker/Chandler plaza near Eagle;
- once the deck is complete, one at the southwest corner;
- lower (gravel) level of the "Z" lot
- behind Shorts visible from the site of the future parking deck;
- phones needed throughout east (CISAT) campus;
- walk between A-1 and UREC, visible from the "Madison Connection;"
- in tunnel lot at the west side portal of the tunnel;
- center of the "P" lot;
- at the CISAT 3R lot bus shelter;
- grass plot between northwest corner "S" and northeast corner of Facilities Management lot next to the Grace Street entrances;
- southwest corner of big "J" lot near McGraw-Long;
vnear Cardinal house visible from Paul Street House, nearby lots;
- at least two more blue light phones on Greek Row (one each end);
- Convo lot east of Convocation Center;
- long walk between UREC and east Convo lot
- sentiment was for retrofitting existing emergency phone locations at entrances of residence halls and at Facilities Management fuel pumps with blue lights
- exterior of Painting and Drawing Studio, S. Main St., at west entrance or on nearby building housing College of Business office
Blue light bulbs not working/obstructed by trees/shrubs at these
locations:
- tree enveloping blue light behind Hoffman;
- blue light bulb burned out a Mauck Stadium admission entrance normally visible from "X" lot
- Pole light on west side of large "J" lot is out
Remedial action accomplished pursuant to the Fall 1999 recommendations:
- Wall packs on ends of MedArts east wings facing Harrison St.
- Wall packs on north side of Eagle
- Two twin arm HEC pole lamps now in the Q lot extended Harrison St.
- Wall packs now at card reader and pumps, west wall, Facilities Management Garage, much appreciated
- MedArts east incandescent fixtures were with more efficient H.I.D. types, now well illuminated
Remarks:
- Again, as following the Spring '99 tour very little remedial work was done in response to the Fall '99 light report due to a lack of provided funding
- the high standard cluster light pole will be erected in the A/B Convo lot by the end of April, the pole is on site and the Concrete base poured;
- an additional pole lamp is scheduled to be erected soon at Carrier and Bluestone Drives;
- HEC will be installing additional police/arm lamps in the Z lot during the summer months;
- three pole lamps down the center of the MedArts west lot, four lamp fixtures on the center pole, one each on the end poles;
- New top globes were ordered for the older style pole lamps along Bluestone Drive from Varner/Hoffman to S. Main Street. They came in but will not fit the lamp base. The bases of the lamps must be re-fabricated for retro-fit. The old lenses are becoming discolored and cut down on the available light.
Recommendations from current Lighting and Safety tour:
Pruning, trimming, limbing up, selectively thinning out, and topping:
- tree enveloping blue light behind Hoffman;
- Growth in and around "E" lot and berm is obstructing available light;
- Trees and shrubs on either side of entrance lane to the Z lot are in need of severe trim due to encroaching the lot access roadway - this had been scheduled to be done during the early (winter) months;
- Trim trees and shrubs in Z lot, generally trim, limb up, and top trees and shrubs throughout Z lot, especially tree enveloping the lights;
- Selectively remove some mature Z lot trees due to overcrowding;
- Clean out brush growing between primary and secondary perimeter fences surrounding the Z lot;
- Thin out trees along Bluestone between Sonner and WVPT-TV (spillway), on the south side of Sonner, and by the Board of Visitors' lot;
- Health Center east (back) side and north end, shrubs need severe trim;
- Pine forest west of Convo "D" lot service drive and University Blvd. and south of the "D" lot tennis courts need to be trimmed, limbed up and selectively thinned out. They are encroaching on the roadways;
- Spruces and shrubs surrounding White, Dingledine, Ikenberry need to be limbed up and thinned out, some are blocking wall pack lights;
- Thin and trim trees around the "baby" J lot northwest of "Village;"
- Hawthorns, shrubs on "H" lot side of, and between Roop and Logan Halls need to be thinned, trimmed, and selectively removed, they are obstructing available light;
- Trees are enveloping pole lamps in the "P" lot;
- Trim back tree obstructing available light from second wing area.
Recommended non lighting repairs and upgrades:
- Fix railing on stairs leading from the west portal of the tunnel up toCarrier Drive
- Move bike rack pads away from the main entrance doors of Chesapeake and Potomac, add more bike racks and pad spaces. Currently, the proliferation of bike are encroaching on the ease of entering and exiting the buildings. This has safety implications.
- Secure hinge pins at Z lot lower area south access gates (thieves remove hinge pins compromising the locked double leaf swing gate);
- Repaint center double yellow surface lines, cross walks (replace with uniform "hatched" wide bars), bike lane borders along Carrier Drive, the existing ones are heavily worn and faded, especially on the bridge over I-81.
- Repaint lines in the large "J" lot, current ones are faded
- Raise the west bound "STOP" sign on Bluestone at the Warren cross walk from five feet to the specified seven feet for areas next to sidewalks.
- Some sort of barrier needed along the CISAT walk to prevent people, mowers, snow scraping equipment from rolling down into retention pond
- Widen the walk/service drive in front (east) of Hillside for fire apparatus
- Move bus stop, south bound N. Main St., now in front of Anthony-Seeger south about 100 feet.
Existing lights out in need of repair or replacement:
- Timers on east exterior wall packs MedArts west need to be re-timed
- Flood lights out on Cardinal House
PRIORITY ONE installation recommendations:
Outstanding recommendations from Fall '99 report:
- South (backyard) sides of Paul Street and Eastover Houses need wallpacks (persons stealing items from cars parked in the nearby "X" lot are they complete their "rounds."
- Lake side of the south side stadium stands and lake service drive are very dark when stadium is not illuminated, incorporate this in construction of new deck
- Pole light needed mid way along the diagonal sidewalk between the Bluestone south entrance Campus Map and Port Republic Road
- Wallpack needed west end or south side stadium stands overlooking old broad jump (now grassy and piney) area, this is very dark
Outstanding recommendation from Spring '99 report:
- Wallpack on southeast corner (Board Room wing) of Chandler
New Priority One recommendations:
- Install hidden fence in the shrubs the length of the island separating Bluestone Drive from the "G" lot with breaks for the cross walks. Officers have noted on numerous occasions that people are crossing the road at places other than the designated cross walks and cannot be seen until they pop our from between the shrubs and trees. This is especially bad during hours of darkness.
- Switch parking in lot 3R Extended (south of practice soccer fields) from the north side to the south side by moving the bumper blocks. Vehicles have been subject to vandalism in this lot. The pole lights are on the south side only. This would be more cost effective than installing more poled lights on the north side or leaving selected soccer field.
- Have HEC install a street light arm on Harrison St. utility pole #18B7 to provide illumination for the lot behind MedArts east next to Dr. Fox's office.
- Make the five HEC poles around the gravel Blue Ridge lot double arm to provide lighting for the gravel area that is now well used
PRIORITY TWO:
Outstanding recommendations from Fall '99 report:
- Ground level floodlights north side of Warren House are continually subject to "bulb snatching." Find an alternative less subject to theft.
- Need high wall packs between Chesapeake and Potomac and on the south exterior wall of Chesapeake
- Improve lighting levels on north side of Sonner
- Install wall pack over loading dock area of Chandler
- Install pole lamp near bridge over stream behind Godwin bus stand (especially bad during heavy rains and flooding; people on walkway cannot see high water) - suggestion was for double arm type
- Wall packs needed on the rear of all the original CISAT modulars (those around the circle, these buildings are subject to break ins and thefts, stolen items are hidden and "stockpiled" in these dark areas.)
- More lighting needed on lake side of sororities
Outstanding recommendations from the Spring '99 report:
- Improve lighting levels in "M" lot
- Alumnae Drive in need of pole lamps
- Have HEC install additional lighting in K lot; thin out pines obstructing HEC lights on south side of K lot
- Install wall pack on west (S. Main St.) end of Music building facing small short term lot, loading dock and exterior entrance steps
- Install pole lamp lower L lot
- Arboretum in need of motion sensitive lighting; small gravel Arboretum lot across University Blvd. from entrance of Driver Dr. in need of pole lamp; Arboretum pavilion in need of wall pack or pole lamp (with residence halls near there we are having more night time incursions and vandalism)
- CISAT College Center, service drive and loading dock lot in need of pole lamps
New Priority Two recommendations:
- Lighting needed for the new metered parking east of Chesapeake and Potomac
- Walk packs west side of South Main Dining Services warehouse
- Dusk to Dawn lights need all around the Motor Pool, South Main
- New style (like those on Greek Row) pole lamps needed along service drive/walk behind (west of) Chandler and Shorts, and Shorts loading dock
- Northwest diagonal walk east of the College Center is dark, install two pole lamps.
- Wall packs on Ikenberry "C" and "A" sections
- New style (like Greek Row) pole lamp west side of Garber near the handicapped space and the dumpster
- Wall pack on Garber "C" section
- Increase lighting east side of Hillside Hall
- Increase lighting between The Phillips Center Ball Room and Grafton/Stoval Theater
- Install street light behind the Health Center
- Wall packs on east end of Gifford and west end of Logan
- Wall pack on south end of Roop Hall
- One or two additional HEC pole lights in the east end of the "K" lot
PRIORITY THREE:
Outstanding recommendations from the Fall '99 report:
- South side of Showker is dark
- Small wall packs on Greek arch bridge abutments would illuminate the thresholds of the bridge
- CISAT amphitheater in need of lighting
- South side of Mauck Stadium/Long field (illuminating grassy area between it and the Village), one suggestion made was to run pole lamps up the now paved baseball service drive leading up to the AM 1610 transmitter.
- Install wallpack on front corner of Ikenberry
- Wallpack needed on front side of Cardinal House
- Improve lighting levels around north and south ends of Roop Hall
Outstanding recommendations from Spring '99 report:
- Wallpacks on west end and north side of Logan
- Wallpack southeast corner of Hoffman by upper L lot
- Wallpack west side of Ikenberry C section
New recommendations:
PRIORITY FOUR:
- The curtilage northeast of McGraw-Long needs additional lighting
- When and where possible, replace older style pole lights with the type now in place along Greek Row
- Replace the remaining mercury vapor lamps with H.I.D. types
