Introduction to Bloodborne Pathogens

GOODMORNING (AFTERNOON). WELCOME TO OUR TRAINING SESSION ON BLOODBORNE PATHOGENS. THANK YOU FOR BEING HERE. PLEASE SIGN IN AT THE BACK OF THE ROOM. THIS IS VERY IMPORTANT!

BACKGROUND SUMMARY

A RECENTLY ENACTED FEDERAL AND COMPANION STATE LAW DESIGNED THE LIMIT THE OCCUPATIONAL EXPOSURE TO BLOODBORNE PATHOGENS BECAME EFFECTIVE FOR VIRGINIA ON JUNE 1, 1992. THIS LAW SERVES TO PROTECT EMPLOYEES WHO COULD REASONABLY EXPECTED TO COME IN CONTACT WITH BLOOD OR OTHER POTENTIALLY INFECTIOUS BODY FLUIDS ASA RESULT OF PERFORMING THEIR JOB DUTIES. JAMES MADISON UNIVERSITY, LIKE OTHER EMPLOYERS THROUGHOUT VIRGINIA AND THE NATION, IS REQUIRED TO COMPLY WITH THIS REGULATION THROUGH ADHERENCE TO VERY SPECIFIC IMPLEMENTATION GUIDELINES.

POINT OF INFORMATION: THE ONSET DATE OF THE FEDERAL LEGISLATION WAS IN MARCH. BUT VIRGINIA, BEING ONE OF TWENTY (23) "OSHA" STATES, WAS GRANTED UP TO SIX MONTHS TO DEVELOP ITS OWN STANDARDS, WHICH COULD BE THE EQUAL TO OR MORE STRINGENT THAN THOSE OF THE FEDS. VIRGINIA ADOPTED ITS REGULATIONS FEBRUARY 25TH, WITH AN ONSET DATE OF JUNE 1ST, 1992.

  • EFFECTIVE DATE FOR IMPLEMENTATION OF ENGINEERING CONTROLS, WORK PRACTICE PROCEDURES; SECURING OFPERSONAL PROTECTIVE EQUIPMENT, HOUSEKEEPING, SIGNS, AND BIOHAZARD LABELS; INITIATION OF HBV VACCINATION AND FOLLOW-UP PROGRAMS.- OCT. 1, 1992

COMPLIANCE

TO SUMMARIZE WHAT HAS BEEN COVERED SO FAR, THE PROCEDURE FOR OUR

COMPLIANCE INCLUDES:

  • IDENTIFYING EMPLOYEE GROUPS THAT ARE "REASONABLY ANTICIPATED" AS A RESULT OF PERFORMING THEIR JOB DUTIES TO FACE CONTACT WITH BLOOD OR OTHER POTENTIALLY INFECTIOUS MATERIALS. THIS HAS (IS BEING) DONE.

  • ESTABLISH DEPARTMENTAL SPECIFIC EXPOSURE CONTROL PLANS. THIS SHOULD BE COMPLETE.

  • DEVELOP PROCEDURES RELATING TO METHODS OF COMPLIANCE.

  • TRAINING OF OUR EMPLOYEES.

  • MAINTENANCE OF TRAINING AND MEDICAL RECORDS.

  • PROVISION OF HEPATITIS B VACCINE INNOCULATIONS AND FOLLOW-UP TESTING.

TRAINING

THE TRAINING SHALL BE PROVIDED AS FOLLOWS:

  1. INITIAL MEDICAL TRAINING TODAY - WITH MAKE-UP LATER FOR THOSE WHO COULD NOT BE SCHEDULED LAST FRIDAY OR TODAY (AUG. 24TH).

  2. AT THE TIME OF INITIAL ASSIGNMENT TO TASKS WHERE OCCUPATIONAL EXPOSURE CAN REASONABLY BE EXPECTED TO TAKE PLACE (WITHIN TEN [10] DAYS OF ASSIGNMENT AND PRIOR TO ACTUALLY PERFORMING DUTIES).

  3. ANNUAL UPDATES.

  4. WHENEVER CHANGES IN THE STANDARD OCCUR, i.e., ANTICIPATED AIRBORNE PATHOGEN STANDARDS AND MODIFICATIONS TO BLOODBORNE STANDARD.

UMBRELLA JMU POLICY AND DEPARTMENTAL EXPOSURE CONTROL PLANS

A COPY OF THE UNIVERSITY'S POLICY AND YOUR DEPARTMENTAL EXPOSURE CONTROL PLAN WILL BE MADE AVAILABLE TO YOU THROUGH:

  1. POSTING IN A PROMINENT LOCATION AT YOUR PLACE OF WORK.

  2. AT THE TIME OF YOUR DEPARTMENTAL TRAINING.

RINGBINDERS WILL BE PROVIDED TO EACH DEPARTMENT TO CONTAIN BOTH TO BE KEPT IN A CENTRAL DEPARTMENTAL LOCATION.

DIRECTORS, SUPERVISORS, AND DEPARTMENT HEADS - IF YOU HAVE NOT ALREADY DONE SO, SEND A COPY OF YOUR FINALIZED AND APPROVED EXPOSURE CONTROL PLAN TO ME (BEVERLY NOEL - AT PATTERSON HOUSE).

ALSO, AND THIS IS VERY IMPORTANT, AS OF SEPTEMBER 1, 1992, WHEN YOU HAVE A NEW HIRE, SUPERVISORS ARE TO CONTACT ME (BEVERLY NOEL) SO THAT I CAN ARRANGE FOR MEDICAL TRAINING BY A LICENSED MEDICAL PROFESSIONAL FOR YOUR NEW HIRE(S).

TODAY'S TRAINING

TODAY WE WILL COVER THE MEDICALLY RELATED TRAINING CONSISTING OF A LECTURE BY A LICENSE MEDICAL PROFESSIONAL, (NAME WHO), FOLLOWED BY A QUESTION AND ANSWER PERIOD. THIS SESSION WILL TAKE APPROXIMATELY TWO TO THREE HOURS.

DICK GARBER, JMU'S SAFETY ENGINEER, HAS BEEN DESIGNATED THE COMPLIANCE OFFICER, FOR THE PURPOSES OF THIS SET OF REGULATIONS.

SHELLI SHORT, DIRECTOR OF HUMAN RESOURCES WILL BE THE CUSTODIAN OF MEDICAL TRAINING RECORDS OF EMPLOYEES.

DR. CHARLES LOTT, DIRECTOR OF THE UNIVERSITY'S HEALTH CENTER WILL BE CUSTODIAN OF MEDICAL RECORDS OF EMPLOYEES.

THE TRAINING RECORDS OF STUDENTS WILL BE MAINTAINED BY THE HEALTH CENTER (ONLY STUDENT EMPLOYEES ARE COVERED UNDER THE LAW - JMU HAS CHOSEN TO COVER THOSE STUDENTS UNDER SCHOLARSHIP WHO FULFULL "AT RISK" DUTIES IDENTICAL OR SIMILAR TO STUDENT EMPLOYEES.

INTRODUCTION OF LICENSED HEALTH CARE PROFESSIONAL

DAWN KISER, R.N., WHO HOLDS A BACHELOR'S DEGREE IN HEALTH CARE

ADMINISTRATION, HAS BEEN EMPLOYED BY ROCKINGHAM MEMORIAL HOSPITAL FOR TWENTY (20) YEARS. HER CURRENT POSITION IS "INFECTION

CONTROL PRACTICIONER." SHE HAS DONE MUCH WORK IN EPIDEMIOLOGY AND CONDUCTED MANY TRAINING SESIONS IN THE COMMUNITY THROUGH RMH'S CENTER FOR CORPORATE HEALTH SERVICES (MARKETING OF SERVICES AND OUTREACH TO THE COMMUNITY'S BUSINESSES AND AGENCIES).
