Steps to Transfer Benefits to Dependents

Have you already received the Certificate of Eligibility (CoE) in the name of the dependent?  If so, then skip to Step #3.  JMU's VA Certifying Officials will need a copy of the CoE and the JMU form from Step #3.

Has the dependent graduated from high school?
If yes, then complete Steps 1-3.

If no, then complete Step #1 and Step #3.  Do Step #2 AFTER the s/he graduates from high school and you have the approval in DEERS, from Step #1, so you can put in graduation date (VONAPP website won't let you put a future date in).

 Step 1: DoD/DHS Approval of Transfer
(Completed by service member)

Go to - https://www.dmdc.osd.mil/TEB/

Have your Common Access Card (CAC) OR DoD Self Service User ID OR DFAS Pin number in order to log in.  Note: This website only works in Internet Explorer.

Service member makes transfer designations, completes form, and submits to DoD/DHS for approval.

Return to the above website to check the DEERS sceen status frequently for approval before proceeding to Step 2. 
(At the top of the screen, it has the service member's name, rank, status, and date.  The status is "submitted" when the service member first submits the form.  It will change to "approved" after both the military branch and DoD/DHS approve the transfer of educational benefits).

JMU's VA Certifying Officials will need a copy of the approval.

 Step 2: Veterans Affairs Application for Post-9/11 Benefits
(Done by service member OR dependent)

Service or family member completes and submits VA Form 22-1990e on the VONAPP website.

Please note this form should only be filled out and submitted to VA AFTER DoD/DHS has approved the request for TEB.

JMU's VA Certifying Officials need a copy of the submitted 22-1990e.

If you set-up direct deposit on the 22-1990e application, VA will deposit the BAH & books/supplies stipend money into your account.  If direct deposit is not set up, then a check will be mailed to you.

 Award and certificate of eligibility letters will be generated by VA and mailed to the permanent home address of the dependent on the 22-1990e application.  Please send copies to the JMU VA Certifying Officials.  (VA requires 8-16 weeks to process these letters). 

 Note: If student transfers to another college or university or attends a graduate school other than JMU, s/he will need a copy of the certificate of eligibility letter for the new school.

 Step 3: JMU's Request for Veterans Benefits Form
(Done by dependent)

 Dependent completes JMU's Request for Veterans Educational Benefits form and sends to VA Certifying Officials.

 As of 7/21/09, the Military Member's VA File # is the service member's social security number.

NOTE: JMU's Certifying Officials will ASSUME the student wants benefits for Fall & Spring semesters and will process at the beginning of each semester UNLESS student notifies them.  If student enrolls in Summer course(s) AND wants payments from VA, student MUST notify JMU's Certifying Officials.

**THIS STEP CAN BE DONE AT ANY TIME - DEPENDENT DOESN'T NEED TO WAIT UNTIL COMPLETION OF STEPS 1 AND 2.**

Step 4
(Completed by JMU's VA Certifying Officials)

JMU's VA Certifying Officials electronically submit the 22-1999 enrollment certification to VA and this will include the students' credit hours, tuition charges, and fees.  Payments to the student for the BAH and books/supplies stipend, along with payment of tuition and fees to JMU, are calculated based on this certification.

 So what do the VA Certifying Officials need from me?

If you haven't received the Certificate of Eligibility in the dependent's name, then:

  • Copy of approved TEB done in DEERS (Step 1)
  • Copy of submitted 22-1990e (Step 2)
  • JMU Request for Benefits Form (Step 3)

    And after VA processes:
  • Award/Certificate of Eligibility Letter from VA (it may or may not precede the arrival of the VA payments.  Also, it may or may not have what we reported for credits, tuition charges, and fees, along with the amount VA is sending to JMU for tuition/fees and the amounts you should expect to receive for BAH and books/supplies stipend).
