Scoring and Penalty Kicks

The following rules and regulations comprise the basic policies that govern our program. You will be expected to know and follow these guidelines. Welcome to Northeastern University's Intramural Sports Program.

Scoring a Goal

A goal is scored when all of the ball crosses all of the line between the posts and below the cross bar. The nearest two officials will signal an awarded goal. After a goal the other team will restart the ball at midfield with a kick off.

The shot must be a legal attempt (i.e. not on an indirect kick) and by a legal player (i.e. not the keeper or an extra player).

Goals can be scored by players within the goal area providing that they got there in a legal manner.

Signaling a Goal

When a goal is scored the two closest officials will blow their whistles and point towards the net.

Waiving off a Goal

If a goal is not legally scored, the officials should move into the play, rigorously waive off the goal and loudly blow the play dead. This call should be decisive and sold.

Penalty Kicks

A penalty kick will be granted when the offensive team is fouled within the defense's goal box.

Penalty Kick Procedure

The penalty kick will come from the designated spot outside the goal area. One player will be designated as the shooter. All other offensive and defensive players must remain outside the larger box till the ball is put into play.

The three officials will stop play, stop the clock and administer the kick.

The Officials

The nearest table side official will move to the goal line and instruct the keeper regarding the penalty kick rules. The far official will set the ball and instruct the shooter to wait for the whistle. The back official will watch the remaining players outside the designated area.

When the ball is set, and the keeper is on the line, the official on the goal line will blow their whistle to start the kick.

Rules for the Penalty Kick

The goal keeper's toes must remain on the goal line until the ball is struck. The keeper may move on the line but not off it. The keeper may not start behind the line, their toes must be on the line.


If the keeper violates these rules and a goal is scored, the goal counts. If there is a violation and the keeper blocks the shot or it misses, the shot is re-tried.

The shooter must wait for the whistle. A shot taken before the whistle is disallowed and ended.
