Writing Instruments
Virginia Industries for the Blind is a mandatory source for Writing Instruments.
You may purchase writing instruments directly from VIB or if you are purchasing office supplies from The Supply Room Companies worth $25.00 or more (not including the price of writing instruments), you may purchase VIB writing instruments from The Supply Room Companies. If you are purchasing writing instruments only, regardless of the dollar value, you must purchase them from VIB.
Section 2.2-1117 of the Code of Virginia requires the use of Virginia Industries for the Blind as a source of writing instruments.
The Commonwealth of Virginia Agency Procurement and Surplus Property Manual, section 2.1-C states that "Any purchasing officer who violates its [the above referenced code] provisions shall be guilty of a misdemeanor and upon conviction shall be punished accordingly."

Office Supplies
Office Supplies, other than writing instruments, may be purchased from a
variety of sources. The Supply Room Company and Concerto (Consolidated
Office Supplies) are both on the optional state contract for office supplies
(both are in eVA with punch-out catalogs and are SWAM vendors). Five Star
Industrial and Business Supply, Kathie's Office Products, and Faye's Office
Supply are others that may also be utilized. We encourage you to purchase
office supplies from eVA vendors that have an established cooperative contract
in Virginia or are certified SWAM vendors. With the number of office
supply eVA vendors available in those two areas we are discouraging purchases
from non-contract or non-SWAM vendors.
Information regarding COSTCO: Purchases can be made from COSTCO using a not to
exceed DO from eVA. The order should be taken to the COSTCO customer
service desk before picking up the items, so the user can be directed to the
appropriate register. Additional
