Gary Kirk joined the JMU faculty in 2005 after receiving a Ph.D. in Environmental Design and Planning from Virginia Tech. He also holds a B.A. in ecology and evolutionary biology from New College of Florida and an M.A. in Public and International Affairs from Virginia Tech. He teaches in the MPA program and in the undergraduate major in public policy and administration. His current teaching and research interests include public and nonprofit management, citizen participation, public budgeting, civil society, and higher education policy.
Dr. Kirk has organized numerous research, consulting, and service learning projects to engage his students in the community. He is a reviewer for the Government Finance Officers Association Distinguished Budget Presentation Awards Program and coordinates JMU’s Master of Public Administration degree at the Roanoke Higher Education Center.
