Dismisses report/complaint - does not meet threshold determination of policy violation

Initial meeting with the complainant to confirm factual allegations and discuss options regarding procedure selection

The OEO conducts investigation (The OEO Investigative Report)

1. Notification of the complaint to the respondent and the respondent’s supervisor that a complaint has been filed and that Policy 1324 applies (notice of investigation)
2. Notification to the respondent and the respondent’s supervisor
3. Back and forth with both complainant and respondent for verification of information pertaining to the case
4. The OEO finalizes the investigative (report) which includes a recommendation of finding
5. The report is shared with the Panel. The panel reviews the report
6. A hearing is conducted (3 panelists are selected to serve)
7. The panel makes a determination if the policy has been violated.
8. Sanctions: if an employee is found in violation of the policy, sanctions are determined by their supervisor
9. Appeal process for sanction only
   1. appeal to the employee’s VP
   2. final decision by VP
