Program Manager Position Description

 

The Office of Disability Services provides support services for students with disabilities through accessible programs, services, and physical facilities.  The Program Manager of the Office of Disability Services is a member of the leadership team in the Learning Resource Centers (LRC) and reports to the Director of LRC.  Learning Resource Centers is an integral part of the Student Success Program which is a collaborative effort between the Division of Academic Affairs and the Division of Student Affairs and University Planning;

 

The Program Manager is accountable for the leadership, planning, education, staffing, measurement, communication, and coordination related to all functions of the department. 

 

The position is designated as Administrative and Professional (A&P), full-time, and 12-month. 

 

Planning.  The Program Manager:

·         directs the development of short-, intermediate- and long-range planning related to university and divisional missions;

·         sets objectives and priorities based on university and division goals;

·         develops and manages departmental fiscal procedures in relation to goals, objectives, and university priorities;

·         leads the department in developing individual and unit goals in support of division and university goals;

·         develops strategies and work plans for accomplishing goals;

·         coordinates and assumes accountability for the acquisition and use of university resources at the departmental level (financial, human, facilities, equipment, materials);

·         anticipates, identifies and responds to problems and issues related to departmental functions;

·         organizes tasks in logical sequences and identifies required resources;

·         investigates new methodologies and technologies that may impact on the effectiveness of departmental functions.

 

Leadership. The Program Manager:

·         represents the department and its mission and values throughout the university in matters of policy development and implementation, institutional relationships and program administration;

·         promotes productive, creative working environments;

·         maintains high performance standards under pressure;

·         leads the staff in periodically reviewing and revising organization vision, mission, values, goals, and objectives;

·         coordinates centralized decision making processes, including those related to identification and solution of administrative and educational problems, acquisition and use of technology, space utilization, and program development;

·         understands procedures, policies and responsibilities of functional area;

·         interacts with others to achieve university goals;

·         acquires and maintains a body of knowledge and expertise in higher education, student affairs, and functional expertise;

·         balances autonomy with interdependence (can manage independently if necessary but chooses to collaborate whenever possible).

 

 

Education.  The Program Manager:

·         maintains a body of knowledge about departmental, student learning and development, organizational development and behavior, administrative practices and higher education issues and principles;

·         teaches undergraduate and/or graduate classes as appropriate;

·         provides information, consultation and professional assistance to other offices and functions as needed;

·         creates seamless educational environments for students by facilitating the integration of learning opportunities for which the department is responsible with learning opportunities that originate within other offices, including academic departments.

 

Staffing.  The Program Manager:

·         oversees the recruitment, selection, orientation, development and assimilation of a diverse staff;

·         supervises senior staff and selected support staff, develop performance plans and work assignments, and oversee periodic formal and informal performance evaluations of all staff;

·         staffs the functional area with the appropriate number and mix of employees;

·         creatively addresses staff shortages, vacancies, etc.;

·         delegates authority and responsibility to efficiently and effectively achieve goals;

·         supports staff in increasing their capabilities to contribute and develop through departmental training and professional development;

·         promotes productive, creative, empowering work environments and assures that staff have the resources, direction and support needed to grow as individuals and accomplish agreed upon departmental goals.

 

Measurement. The Program Manager:

·         initiates and facilitates departmental measurement including needs assessment, outcomes assessment, program evaluation, and performance appraisal;

·         provides staff with ongoing feedback and coaching;

·         facilitates recognition efforts within the functional area

·         prepares and maintains reports, statistics and presentations related to the work of the department.

 

Communication and coordination:   The Program Manager:

·         communicates departmental priorities, policies, procedures, decisions to staff and constituents;

·         communicates mission, vision, continuing goals and issues to the broader university community;

·         prepares and maintains reports, statistics, and presentations related to functional area;

·         facilitates the flow of information inside and beyond the functional area.

·         serves on divisional and university committees, missions and task forces;

·         provides coordination with other offices to insure the availability of services and to avoid duplication of services;

·         provides information and professional judgment to other division and university personnel related to student needs, interests and issues;

·         participates in the functions of the division and supports staff participation in divisional functions;

·         responds to the changing needs of the university by developing generalist knowledge and performing in a generalist capacity as needed.


 

 

Responsibilities & Roles specific to the position:

 

§         Provides leadership for the Office of Disability Services to ensure programmatic and physical equal access for students with disabilities.

§         Ensures university compliance with Section 504 & 508 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and applicable state regulations with regard to student-related disability issues.

§         Supervises professional, paraprofessional, administrative, graduate, and student support staff.

§         Coordinates program development and evaluation.

§         Manages departmental and accommodations budget in conjunction with Learning Resource Centers.

§         Develops and maintains service policies and procedures.

§         Reviews and evaluates clinical documentation for the purpose of determining eligibility and appropriate accommodations.  Documentation may include: medical, psychiatric, neuropsychological and psycho-educational documentation of learning disabilities and ADD/ADHD.

§         Assesses student disability related needs, and determines effective and reasonable accommodations.

§         Provides guidance, counseling and specialized academic advising to assist students in developing a plan aimed at assisting them to reach their academic and career goals.

§         Serves as a resource and liaison to faculty, staff, and the University community by providing consultation and advocacy services on issues related to ADA compliance.

§         Conducts training and provides consultation, advisement, and resources to administration, faculty and staff to increase practical knowledge of disabilities and collaborate in the effective provision of reasonable accommodations.

§         Oversees an assistive technology lab.  This includes assessment of equipment needs, purchase of specialized software, increasing accessibility, training for students with disabilities on specialized software, supervision of assistive technology lab intern and collaboration with Computing Support with regard to maintenance and upgrades.

§         Coordinates and provides activities that promote disability awareness and education on campus.

§         Oversees, develops and administers program informational materials

  • Serves as a liaison with community social service organizations, parents, secondary schools, and community colleges to provide information on resources and services available at JMU for students with disabilities.
  • Provides outreach programs and activities to local school systems to foster the successful transition of students with disabilities into the college environment.
  • Collaborates with the JMU Special Education Department and the JMU Training & Technical Assistance Center on high school transition programs.
  • Serves on the JMU Special Housing Request Committee.
  • Participating member of the JMU Disability Resource Committee.
  • Participating member of the JMU ADA (physical access) Committee.
