HARRISONBURG—In an exchange published on the website of the foreign policy journal The National Interest, Dr. J. Peter Pham, Director of the Nelson Institute for International and Public Affairs at James Madison University, and Charles Peña, Senior Fellow at the Coalition for a Realistic Foreign Policy, debate the war on terrorism.

Dr. Pham had reviewed Mr. Peña’s book, Winning the Un-War: A New Strategy for the War on Terrorism, alongside another work in the September-October printed issue of the journal.
