Top 10 Markets: Commercial Network Affiliates (ABC, CBS, NBC, Fox)

Must be on-the-air by May 1, 1999
Top 11 through Top 30: Commercial Network Affiliates

Must be on-the-air by November 1, 1999
All Remaining Commercial Stations

Must be on-the-air by May 1, 2002
Non-Commercial Stations

Must be on-the-air by May 1, 2003
NTSC (Analog) Transmissions Cease-2006

But there may be exceptions, depending upon market conditions
