Designing More Effective Enforcement Programs

     The National Park Service's law enforcement program evolved largely to meet a need for uniformed patrols and emergent response. There is no doubt about the importance of this capacity. However, recent studies have suggested a thoughtful re-design, building upon this base. This observation may also apply to other agencies with similiar histories.

     A thoughtful re-design starts with analysis of the threats to resource preservation and the visitor experience. Matching protection tools to the threats is the next, and most challenging, step forward.
