In the following case study, the National Park Service employed research to begin to understand the causes of an apparently high rate of assaults against their officers. Like many agencies, the NPS has lacked a reliable incident data system. Therefore, this first phase was designed to quantify the problem: provide a reliable assessment of the facts and statistics behind a reported safety problem. Subsequent stages will provide the data to help them identify the causes of the problem and to reduce the risks.
