In addition to JMU’s fundamental interest in maintaining an environmentally conscious campus, the university must also comply with several regulations administered by the Environmental Protection Agency (EPA) and the Virginia Department of Environmental Quality (DEQ). Regulations governing stormwater management practices include the Virginia Stormwater Management  Program (VSMP) Regulations, the Chesapeake By Preservation Act (CPBA) Regulations, the Virginia Erosion and Sediment Control Law and Regulations (VESCL&R), and the Municipal Separate Storm Sewer (MS4) Permit Regulations. These programs were developed to ensure that construction activities and storm sewer system operation in environmentally sensitive areas are conducted in a manner that will protect and improve water quality.

It is the responsibility of the Facilities Management Engineering & Sustainability Department to ensure compliance with state and federal regulations and “keep trash and other pollutants in its proper place, not in our waterways”.

MS4 Plan & Chesapeake Bay TMDL Action Plan Updates

Due to regulatory requirements, the University is required to update its Municipal Separate Storm Sewer System (MS4) Plan and Chesapeake Bay TMDL Action Plan. Following are DRAFT versions for the updated plans. The MS4 Plan has been reformatted and additional information included to meet updated language of the permit. As for the Chesapeake Bay Action Plan, the required reductions for the three permit periods were addressed in the first permit cycle, thus needing no changes to the plan, other than updating the numbers associated with the size of the campus and regulated lands.
