I have been employed with the Central Intelligence Agency since 1977 during which time I served in the Directorates of Administration, Operations, Science and Technology, the Office of the Executive Director and the National Reconnaissance Office. Additionally, from 1996 - 2005, I attained my Master's Degree in Applied Behavioral Science, from The Johns Hopkins University, and my Ed.D., in Education and Human Development, from The George Washington University. As a result of my "dual track" development during this time frame, I have been successful in developing an in-depth understanding of Government Resource Management from the Human, Finance, and Operational perspectives.

I am keenly interested in the philosophy of education, especially the nature of organizational learning, with specific emphasis on knowledge management and knowledge transfer. My research interests include the role of the manager in organizational and adult learning and organizational tacit knowledge.
