Asbestos Control

  1. PURPOSE

    The purpose of this policy is to establish a program of responsibilities for the protection of university employees, students, and the public from hazardous exposure to asbestos.

  2. AUTHORITY

    Asbestos control requirements are provided by the Environmental Protection Agency (EPA), the Virginia Occupational Safety and Health Agency (VOSH), Virginia Department of Labor and Industry and the Virginia Department of General Services. The president gives Facilities Management the authority to enforce this policy.

  3. DEFINITIONS

    Pertinent definitions may be found within the Asbestos Management Plan Policy. This policy is maintained by Facilities Management, and may be obtained by contacting the Office of the Director.

  4. APPLICABILITY

    This policy applies to all James Madison University departments and employees.

  5. POLICY

    Specific guidelines for the identification, hazard level assessment, monitoring, removal and cleanup of asbestos-containing materials and record keeping have been mandated by law. An Asbestos Management Plan (AMP) has been established by the Department of Facilities Management to ensure the safety of the general public, building occupants, University employees, contractor personnel and asbestos abatement workers. The contents of the AMP reflect those requirements as they apply to the University community. The Asbestos Management Plan policy is maintained by Facilities Management.

  6. PROCEDURES

    Procedures for asbestos control are outlined in the Asbestos Management Plan, maintained by Facilities Management.

  7. RESPONSIBILITIES

    7.1 The Director of Facilities Management shall ensure that requirements of the Asbestos Management Plan are complied with, that adequate training and equipment are made available to Facilities Management employees, and that consistency of AMP with university policy is maintained.

    7.2 Engineering Manager/Service and Support Service Managers shall ensure that all requirements of the Asbestos Management Plan (AMP) are complied with, that the campus community is kept informed of asbestos issues, that appropriate coordination occurs for asbestos abatement projects, and that adequate training information is provided to support asbestos management activities.

    7.3 Supervisors/Lead Workers shall ensure that Facilities Management employees comply with relevant AMP requirements during the performance of scheduled work, that all training requirements are kept current, and that abatement efforts are coordinated within the schedule.

    7.4 Project Managers shall ensure that university contractors shall comply with all applicable AMP requirements in the performance of scheduled work and shall coordinate all abatement efforts within the schedule.

    7.5 Environmental Inspector shall serve as the university's AMP Manager and implement, coordinate, and document administration of the Asbestos Management Plan. The AMP Manager shall be directly responsible for verifying and maintaining current building survey data, conducting abatement efforts, coordinating training for Facilities Management personnel, building and environmental coordinators, in addition to reviewing/managing Capital/Major Renovation projects for asbestos locations and providing technical assistance to the university community.

    7.6 Facilities Management Employees shall report all actual/potential contact with ACBM to their direct-report Supervisor for proper coordination of scheduled work.

    7.7 Building Coordinators shall notify their building occupants when an asbestos abatement project is to be performed, and provide project progress information until complete.

    7.8 The Director of Human Resources shall maintain medical records for University employees involved with asbestos work.

  8. SANCTIONS

    Sanctions will be commensurate with the severity and/or frequency of the offense and may include termination of employment.

  9. EXCLUSIONS

    None.

  10. INTERPRETATION

    The authority to interpret this policy rests with the President, and is generally delegated to the Assistant Vice President for Business Services.
